The suspect was detained on suspicion of impeding a police officer and for an outstanding misdemeanor warrant. "I felt like they were going to draw a gun out and shoot me in my back or try to break my arms off or something".

"There has been a history of the police not being trusted to do the right thing but in this particular case we have received a response that we like and expect from our police department".

The incident in Sacramento on Monday afternoon was caught on video and has forced police to acknowledge the behaviour showed "unacceptable conduct by a police officer". So far this year, 284 people have been shot and killed by police, according to The Washington Post's Fatal Force database.
