McCain, Graham urge Trump to take 'greater military action' in Syria

The fallout over the chemical attack follows comments by the Trump administration and Russian Federation that a reset in relations between the countries was possible after decades of hostility.

Trump also warned Russian President Vladimir Putin that in backing Assad, Putin was supporting someone who is "truly an evil person".

"Frankly, Putin is backing a person that's truly an evil person and I think it's very bad for Russian Federation".

Russian Federation said rebels dispersed whatever chemical agent was found, which the Trump administration calls a disinformation campaign. "I think it's very bad for mankind".

Of Assad, Trump added: "This is an animal".

And Putin, who U.S. intelligence agencies say tried to help Trump get elected, insisted that relations with the USA had only gone downhill since Trump took office in January.

Asked about relations since Trump became president, Putin said, according to a transcript of the interview released by the Kremlin: "One could say that the level of trust on a working level, especially on the military level, has not improved, but rather has deteriorated".

"Our meetings today come at an important moment in the relationship", Tillerson said as he and Lavrov faced each other at a long conference table, "so that we can further clarify areas of common objectives, areas of common interests, even when our tactical approaches might be different, and to clarify areas of sharp difference, so that we can better understand why these differences exist, and what the prospects for narrowing those differences may be".

The differing stances made for a tense meeting earlier Wednesday between Tillerson and Russian Foreign Minister Sergey Lavrov, with the latter accusing the US of launching an unlawful attack against Assad, according to the Associated Press.

Before leaving on his latest diplomatic trip to Europe and Russia, Tillerson said Russia played a role in the recent chemical attack because it had failed in its promise under several United Nations resolutions to remove chemical weapon stockpiles in Syria.

Before flying to Moscow, Tillerson issued an ultimatum to Putin: either side with the USA and like-minded countries, or with Assad, Iran and the militant group Hezbollah.

But Russia made clear it had no intention to acquiesce. Putin quickly invited the Syrian and Iranian foreign ministers to Moscow on Friday, the day after Tillerson departs.

"Our policy is consistent and it's formulated exclusively on the basis of worldwide law and not under the impact of current opportunistic motives or false choice: 'You are with us or against us, '" Lavrov told Tillerson.

The White House, however, says it's confident Assad ordered a chemical attack on his people this month and it says the Russians are trying to cover up the involvement of Assad, Moscow's closest ally in the region.

Putin's government has been incensed by the Trump administration's public accusations, and even more so by US military intervention in Syria.

Putin suggested on Monday that forces within Syria were plotting more chemical attacks, including near Damascus, that they meant to pin on the Syrian regime.

The most immediate dispute concerned culpability for the chemical weapons, though broader disagreements over everything from Ukraine to Russia's support for once-fringe candidates in European elections are among other sore points. The health minister in Turkey, which treated numerous attack's victims and conducted autopsies on others, said Tuesday that test results conducted on victims confirmed sarin gas was used.
