The intelligence agencies are not yet sure how the two organizations might begin the collaboration, especially since ISIS conquered numerous territories in the northern region of Iraq, where Baghdadi declared established his khalifate.

Several predicted deadlines for victory have come and gone, and the fighting is now largely centered in the "Old City" area of western Mosul, which Iraqi troops arrived in about a month ago.

The UN Refugee Agency (UNHCR) has opened a new camp in Iraq's Hammam al-Alil to house thousands of newly-displaced people fleeing the fighting in western Mosul.

However, a military spokesperson of government forces has claimed that they have gained some fresh ground.

Heavy exchanges of gunfire and mortar rounds could be heard from the neighborhoods facing the old city across the Tigris River that bisects Mosul into a western and eastern sides. They are being shot at, there are artillery barrages, families are running out of supplies, medicines are scarce and water is cut-off.

IS had become an offshoot of al Qaeda in Iraq by 2004, but IS later broke off from the group and became its rival.

Messengers representing ISIS' leader Abu Bakr al Baghdadi and his al-Qaeda counterpart Ayman al Zawahiri have discussed what is understood to be a potential merger deal for a combined terror group as the Iraqi troops close in on jihadis in Mosul.

It is unclear how exactly the two group may work together, Allawi said.
