United changes policy, crew can't displace seated passengers

Dao's lawyer said in a news conference Thursday that the Kentucky physician and father of five will need reconstructive surgery to fix a broken nose and two knocked-out teeth.

The Airline Passenger Protection Act, sponsored by Republican state Representative Peter Breen, came after Dr. David Dao, 69, was pulled from a United flight at Chicago's O'Hare International Airport to make space for four crew members.
