Doubt, however, has been cast on that explanation because of cryptic testimony from former FBI Director James Comey last week.

On Monday night, Chris Ruddy, a friend of President Trump's, told "PBS NewsHour" host Judy Woodruff that the president was "considering perhaps terminating the special counsel" appointed to oversee the Russian Federation investigation, Robert Mueller. If Trump were to make such a move, he would have to order Rosenstein to fire Mueller.

"He did not hire a single Republican in the first wave", Gingrich said. He said he would agree to dismiss Mueller only if there were a legitimate basis to do so. He said Trump hadn't asked questions about the special counsel, but unless there were "good cause" to fire Mueller, Rosenstein said, "it wouldn't matter what anybody said".

"(Attorney General) Jeff Sessions is recused here, so it would be up to (Deputy Attorney General) Rod Rosenstein, who was the person who just appointed Bob Mueller a couple of weeks ago".

They say Mr Trump did not collude with Russian Federation and see the investigation as a politically-motivated sham that handicaps his ability to execute his agenda, according to one person who advises the White House on how to handle the probe.

Even so, Mr Gingrich said, Mr Trump will not seek to dismiss Mr Mueller because he is confident the probe will conclude he has done nothing wrong. Newt Gingrich, who is close to Trump, tweeted: "Republicans are delusional if they think the special counsel is going to be fair".

Even Jay Sekulow, a member of Trump's legal team, said, "I can't imagine that that issue is going to arise", when asked about the possibility of firing Mueller on the same program Sunday.

"Bob Mueller has the integrity to call them as he sees them", Starr said Monday in an interview on ABC's "Good Morning America" before Ruddy spoke.
