Cuba rejects new US policy, saying pressure will not work

Still, it will be the latest attempt by Trump to overturn parts of Obama's presidential legacy. No easing of US sanctions on Cuba, he said, "until all political prisoners are freed, freedoms of assembly and expression are respected, all political parties are legalized, and free and internationally supervised elections are scheduled".

However, Trump left in place many of Obama's changes, including the reopened U.S. embassy in Havana. As the farm economy continues to lag, we should be increasing our opportunities, not limiting them.

With regard to the first point, the Cuban government has already repeated its willingness to enter a dialogue, as equals, about the respect for human rights in both countries, because the greatest violation of the Cuban people's human rights is the trade, economic and financial embargo which the USA government has imposed on Cuba. The reasons for Trump's return to embargo may be more domestic than global politics, as the Cuban emigre lobby is a powerful one in the Republican party, including notable figures like Marco Rubio. Although other, non-military-run companies do exist, the new policy represents a major obstacle for United States companies interested in Cuba, since some of the most significant business opportunities would be off-limits.

President Donald Trump's Friday announcement on reinstating limits on travel to and business with Cuba may result in lost economic opportunities for corporations, small businesses, and farmers. After his remarks, Trump signed an order directing the Treasury Department to make the changes.

Trump's new policy is created to hit the Cuban military, which controls a large part of the island's economy, including hotels, supermarkets and tour bus companies. Only party members and the military can own and operate significant business enterprises in Cuba, and only the privileged can use the convertible currencies on the island. He also said these decisions alter the world order and are cause for concern among the global community.

For years, Louisiana officials and business leaders have sought to capture a large share of the USA trade market with Cuba, but those hoping the long-standing trade embargo against the Caribbean island would be lifted have been dealt a setback.

"We will review the extent of the tightening of the travel rules, but our guests have already been traveling under the 12 approved forms of travel to Cuba since we undertook our historic first cruise to Cuba more than a year ago", it said.

"It looks like revisiting the same policy that didn't work for 50 years - it is a failed policy", Rodriguez said.

Representative Tom Emmer of Minnesota believes the new policy will "hurt the U.S. economy, making it hard for the country's farmers to enter new markets and cutting the grass under the feet of the tourism and manufacturing industries".

Carnival Corporation, meanwhile, said it is "pleased" that the policy changes "will allow our ships to continue to sail to Cuba" and plans to expand its offewrings. On one hand, banking transactions and fees would be exempted, which means American can still rent private properties through Airbnb, for instance. It appears from the numbers that Cuba presents a positive trade relationship for the U.S. dating back to 1992, according to the U.S. Census Bureau.

"This decision has put in jeopardy the progress we've seen to date in Cuba, and stifles our future success in that market by limiting our ability to create normal business and trade relationships with importers in Cuba, just like we do with nearly every other nation". The mentioned changes would also not take effect immediately.

Cuba's opinion of Trump's move is simply negative.

There is no timeline set for the completion of the draft of the new regulations.

Grandfather Provisions for Pre-Existing Commitments - OFAC FAQs indicate that the forthcoming regulations will be prospective and thus will not affect travel arrangements or commercial engagements in place prior to the issuance of the new regulations.

"Trump will now have to explain his decision to his own businessmen who want to do business with Cuba, especially in aviation, tourism and agriculture", Jorge Casals said. But officials said USA visitors in particular tended to patronise private businesses.
