Paul Manafort registers as foreign agent

The Associated Press in August 2016 reported that Manafort's firm "directly orchestrated" a campaign to sway public opinion in favor of Ukraine's pro-Russia party.

The disclosure states that Manafort's role as a foreign agent for the Party of Regions between 2012 and 2014 involved "implementing pro-democratic campaign activities, engaging in party building activities, developing a party platform and political agenda, and implementing election planning, election integrity, and global election monitoring programs".

He has acknowledged that he coached party members on how to interact with USA government officials. "Manafort would call the embassy and say, 'Can I tell you guys what I'm doing?'" Taylor recalled, "The way Paul Manafort worked, he had a couple people in Kiev to keep a finger on the pulse of Kiev politics, then he'd come to town, do his own reality check, come see us in the embassy, and obviously spend a lot of time with Yanukovych and the Party of Regions".

Mr. Manafort, a lobbyist and Republican operative who has cultivated an global client list over the years, is one of several aides to Mr. Trump facing scrutiny by the Federal Bureau of Investigation and several congressional committees, according to people familiar with the matter.

"Paul's primary focus was always directed at domestic Ukrainian political campaign work, and that is reflected in today's filing".

Manafort has disclosed the payments in a Foreign Agents Registration Act filing that was given to the Justice Department on Tuesday, The Washington Post reported.

The US Foreign Agents Registration Act requires people working on behalf of foreign political leaders, governments or political entities to register with the US Department of Justice.

Manafort resigned from the campaign two days after the AP report.

Manafort's spokesman Jason Maloni said late Friday that the former campaign adviser began the process of preparing his filing in September "before the outcome of the election and well before any formal investigation of election interference began". Deliberately failing to file as a foreign agent may result in a felony criminal charge. Manafort signaled that he may register as a foreign agent back in April, when two other USA lobbying firms - Mercury and the Podesta Group - disclosed that they were hired for the same goal. The work also included counsel to the European Center for a Modern Ukraine, a nonprofit group that once included members of former President Viktor Yanukovych's party.

The firm received $17 million from the Ukrainian party.

When the two lobbying firms registered, Maloni had said at that time that Manafort would as well.

The filings do not cover the entire period that Manafort worked in Ukraine.

A White House spokeswoman didn't immediately respond to a request for comment.

Manafort had been consulting in Ukraine for Yanukovych and the Party of Regions at least as far back as 2005.

Podesta Group and Mercury, other Washington firms that represented the group, also retroactively registered under FARA for their work earlier this year.
