In a related note, Senate Republicans have elevated Sen. If it doesn't happen, S&P Global Ratings say IL will probably lose its investment grade status and become the first USA state on record to have its general obligation debt rated as "junk". From there, it needs Illinois Senate approval. Other states have consequences to deter late spending plans.

Lawmakers returned to work Saturday after missing a key deadline to prevent the state from starting an unprecedented third consecutive fiscal year without a budget. It also includes $2.4 billion in cuts. It must still be read a third time and passed.
