House Votes Down Proposed Ban on Military-Funded Transgender Surgeries

Update 8:20PM EST: This evening the House of Representatives voted 209 to 214 to defeat the amendment denying the Pentagon funds for "sex change" surgeries.

Proposed by Rep. Vicky Hartzler (R-MO), the amendment would have barred access to transition-related health care - including critically important care such as hormone therapy - for service members and military family members.

The amendment was one of more than 200 sent to the floor by the House Rules Committee this week.

Hartzler has claimed that the cost of gender transition surgeries would cost the military $1.35 billion over the next ten years. "This policy is costly and a threat to our readiness". Given that the military budget for fiscal year 2018 (Oct. 1, 2017 to September 30, 2018) is more than 824 billion, that means that trans-related health care would likely cost the military a fraction of a percent of their total assets. During a House Armed Service Committee hearing two weeks ago, she introduced a different amendment that would have banned transgender military service outright. "This amendment does not prevent anyone from joining the military or receiving standard medical care".

"It simply makes sure our defense resources are allocated in a way that is smart and good for our national defense", she said.

Once the amendment comes to the floor, it will be the first time in history the USA history has considered a measure specifically aimed at rolling back rights for transgender people.

This amendment targets health care services that the nation's leading medical institutions, including the American Medical Association, agree are medically appropriate and necessary for transgender individuals. 'This legislative assault on military families absolutely must be stopped.

OutServe-SLDN Executive Director Matt Thorn added, "It would have been harmful to trans service members, spouses, and families with trans children; it would have undermined our mission readiness by degrading our capabilities as a fighting force". This would have impacted active personnel who are transgender, as well as the transgender dependents of servicemembers. Estimates of the potential cost for transition-related care among military members vary wildly, ranging from about $2.4 million per year to several times that amount.

Hartzler's argument is purportedly based on Trans Americans ability to serve, comparing the "affliction" of being transgender to medical issues like flat feet, asthma, and bunions. "It's a social agenda that has no business being in the defense bill".
