FDA aims to reduce nicotine in cigarettes

The Food and Drug Administration on Friday said that it wants to reduce the nicotine in cigarettes to make them less addictive.

The FDA has chose to reduce the nicotine level in regular cigarettes from eighty-five percent to ninety-five percent which can help addicts to get rid of their habit as well as help in saving lives.

"The overwhelming amount of death and disease attributable to tobacco is caused by addiction to cigarettes-the only legal consumer product that, when used as intended, will kill half of all long-term users", FDA Commissioner Scott Gottlieb, M.D., said in the statement.

Gottlieb, a cancer survivor and physician who was confirmed as FDA Commissioner on May 9, was expected to be friendly toward the e-cigarette industry since he previously held a financial interest in a so-called "vape" shop called Kure. Mr. Donny, the director of Pitt's Center for the Evaluation of Nicotine in Cigarettes, argued that most of the harm linked with smoking isn't caused by nicotine.

However, the agency was now changing tack, and projecting nicotine as the core issue and admitting that when it came to ways of delivering this addictive substance, there was a spectrum of methods and some, like traditional cigarettes, were far more unhealthy than others. Under expected revised timelines, applications for newly-regulated combustible products, such as cigars, pipe tobacco and hookah tobacco, would be submitted by August 8, 2021, and applications for non-combustible products such as ENDS or e-cigarettes would be submitted by August 8, 2022. Instead, the less nicotine, the less addictive it is, leading to less smoking.

There is general concern around regulating "kid-appealing flavors" in cigars and e-cigarette products, as the FDA found that 90 percent of smokers had their first cigarette before turning 18.

"The risk is that he is never permitted to go forward with the bold components created to reduce cigarette use, while e-cigarettes and cigars remain on the market", Myers added. Gottlieb is also seeking new rules governing flavored tobacco products and their use among children. It plans to frame rules combining safety with e-cigarettes' role to help smokers give up smoking. "What we are seeing here is that FDA, under the framing of a new approach, is weakening public health protection for e-cigarettes and cigars, and they are punting protection for kids down the road for five years". Specifically, the FDA postponed the requirement that such products be approved by the agency.

As a complementary step - to make the process of product reviewing more predictable, efficient and transparent for the manufacturers while maintaining its public health mission - the FDA has plans to provide foundational rules.

Analysts said they expect regulators in Europe to study similar actions on nicotine products.
