China, ASEAN Approve Draft South China Sea Code of Conduct

Two Southeast Asian diplomats say disagreements over North Korea's intercontinental ballistic missile tests and territorial disputes in the South China Sea have prevented the region's top diplomats from promptly issuing their joint communique after an annual summit in Manila over the weekend.

U.S. Secretary of State Rex Tillerson has skipped a dinner in the Philippines for foreign ministers that North Korea's top diplomat attended.

In a statement to the Manila forum on Monday, Pyongyang said it would never place its nuclear program on the negotiating table as long as the United States maintained a hostile policy against the North. Since Saturday's U.N. Security Council vote, Washington has put Beijing in particular on notice that it's watching closely to ensure China doesn't repeat its pattern of carrying out sanctions for a while, then returning to business as usual with the pariah nation on its border.

"There is no bigger mistake than the United States believing that its land is safe across the ocean", the KCNA report added. It also prohibits countries from increasing the numbers of North Korean laborers now working overseas, bans new joint ventures with North Korea and any new investment in current joint ventures.

ASEAN is calling on North Korea to "exercise self-restraint" and stop its missile tests that threaten the region's peace and stability.

"The Chinese side urged the North Korean side to calmly handle the resolutions. and to not do anything unbeneficial towards the worldwide community such as a nuclear test", Wang said.

Some Asian countries, including South Korea, are hoping to have bilateral talks with North Korea's foreign minister, Ri Yong Ho.

"It's not that easy but it is a direction we need to work together towards", Wang said of the six-nation talks. She says the US plans to discuss the issue with other Asian nations during a regional meeting taking place in the Philippines.

After weeks of US frustration over China's reluctance to take action, Trump's strategy of relying on Beijing's help showed early signs of paying off.

The Trump administration's attempts to pressure North Korea into abandoning its nuclear and missile ambitions have so far gained little traction, and Pyongyang has only stepped up its tests, launching two ICBM tests last month.

In an objective, fair and responsible manner, China has made great efforts in dealing with the Korean Peninsula nuclear issue, Wang said.

"ASEAN-China relations are in a positive direction, a positive trajectory", Balakrishnan said in a speech during the ASEAN-China ministerial meeting on Sunday.

"There were views that, 'How can we hear them out or confront them if they're not there?' But there's also a view that we should give them an ultimatum", Cayetano said late Friday after discussing the issue with other foreign ministers.
