Lavrov details Russia's response to USA sanctions in meeting with Tillerson

Japan's foreign minister said "heated discussions" took place about North Korea's missile tests and South China Sea disputes at a security forum on Monday, and most countries believed United Nations sanctions on Pyongyang should be fully implemented. Tillerson did promise Lavrov the USA would have a response by September 1, the date by which all 755 must exit the country or stop working for the Russian Federation.

Since President Donald Trump signed the sanctions bill last week, after Congress forced his hand, the mood in Moscow has become a mixture of acerbic sarcasm against Washington and nationalistic chest-beating.

Following the US House of Representatives' approval of sanctions against Russia, Iran, and North Korea last week, the Russian Foreign Ministry announced on July 28 that Washington must reduce the number of its diplomatic staff in Russia to 455 people.

Ryabkov said that if the USA continues the diplomatic tit-for-tat by expelling more Russian diplomats, Russia would respond in kind, Russian state-controlled news agency RIA reported.

-Russian cooperation following Washington's latest sanctions on Russia and Moscow's expulsion of US diplomats. "Unsurprisingly, Russia can not simply ignore action of this kind, including the unlawful seizure of Russian diplomatic property since December a year ago".

Now Lavrov after talks with Tillerson at a press conference in Manila declared (quoted by TASS): "As you know, there is a mechanism Ryabkov - Shannon, Deputy foreign Minister (Sergei) Ryabkov and us assistant Secretary of state (Thomas) Shannon met several times already".

Lavrov's upbeat assessment came amid what the USA has called a diplomatic low point unseen since the end of the Cold War.

Lavrov said his United States counterpart asked him extensively about Russia's decision to expel USA diplomats in retaliation for Washington's latest round of economic sanctions on Moscow. In order to rein in the administration, Congress included a provision blocking Trump from unilaterally lifting sanctions against Moscow in its recent sanctions bill.

The "lengthy" talks covered a wide range of topics, said Lavrov, including the issue of North Korea and the nuclear treat it poses. But there's been confusion because the believed to have far fewer than 755 American employees in Russian Federation.

"Our relationship with Russian Federation is at an all-time & very risky low".

Moscow vehemently denies any efforts to influence the United States election, and retaliatory sanctions passed by Congress last month - against President Trump's wishes - have sparked a tit-for-tat.

Neither Tillerson nor Lavrov responded to a shouted question about how the new USA penalties might affect their discussions. Tillerson's special envoy for Ukraine, former US ambassador to NATO Kurt Volker, IS heading to Moscow soon for talks amid a stalemate in the conflict and an uptick in violence.
