US gasoline futures on Tuesday rose 0.9 percent to $1.73 a gallon, and have jumped about 6 percent since last Wednesday's prestorm close.

Other refinery and chemical plant operators have reported releases due to Harvey, which came ashore as a hurricane but was later downgraded to a tropical storm.

Valero and Total also shuttered refineries near the Texas Gulf Coast as Harvey continues to swamp the region with water. The refinery, located near the Texas-Louisiana border and 80 some miles east of Houston, produces 603,000 barrels-per-day. US plants processed about 17.5 million barrels of oil a day the week ending August 18. A return to that level won't be quick or easy.

The flaring triggered messages on social media of a fire at the refinery, but Motiva confirmed there was no fire at the plant.

The affected refineries imported about 1.6 million barrels of oil a day past year, including 410,000 from Mexico, 380,000 from Saudi Arabia and 340,000 from Venezuela, according to data from the Energy Information Administration.

U.S. Coast Guard agencies from Southeast Texas have dispatched rescue helicopters after flooding from Harvey left residents in need.

Officials were forced to evacuate the shelter at the Bob Bower Civic Center in Port Arthur on Wednesday morning after it began to fill with water. That's up nearly 17 percent from settlement a week ago.
