Oil embargo of North Korea would hurt civilians, says Putin

President Donald Trump discussed North Korea's strongest nuclear test yet with Chinese President Xi Jinping on Wednesday, as the USA proposed crippling new sanctions and world leaders tussled over whether pressure or dialogue was the best way to rein in the rogue nation.

The United States reportedly drafted a resolution at the United Nation's Security Council calling for an oil embargo on North Korea in order to bring the Kim regime to the negotiating table.

USA officials say such restrictions could have a major impact on North Korea's military and industrial economy as it lacks its own oil resources.

The same statement also accused South Korea and Japan of using the Russian forum to play "dirty politics", saying the event was meant to be about discussing economic cooperation in the region and not about criticising its missile programme.

"We've had presidents for 25 years now, they've been talking, talking, talking, and the day after an agreement is reached, new work begins in North Korea" on its rogue nuclear weapons program, Trump said.

The United States circulated the proposed resolution to the 14 other council members two days after US Ambassador Nikki Haley called for the "strongest possible measures" to be imposed on North Korea. Pressuring China and North Korea could force negotiations for a peaceful solution.

Trump is to speak Wednesday with China's president.

China - the main economic lifeline for North Korea - has always been hesitant to completely cut off the crude oil supply to North Korea, anxious that economic instability could bring a flood of refugees to the Chinese border and the potential fall of its ally North Korea to US ally South Korea.

"We believe that sanctions and pressure are only half of the key to resolving the nuclear issue. The other half is dialogue and negotiation".

Mr Trump and Chinese President Xi Jinping committed in a phone call on Wednesday to "take further action, with the goal of achieving the denuclearisation of the Korean peninsula", the White House said.

But he said he believed North Korea's leadership feared that any freeze of its nuclear program would be followed by what amounted to "an invitation to the cemetery".

Putin reportedly argued that Russian Federation exports a negligible amount of oil to North Korea- about 40,000 tons a year.

Meanwhile, Trump's military, diplomacy and intelligence chiefs briefed Congress on the North Korean threat and US strategy to address it. Democrats accused the administration of sending confusing signals to adversaries and allies. Last month, he sought to reassure North Korean leader Kim Jong Un that the United States does not want to oust him or invade his country.

Earlier, the Pentagon said US Defence Secretary Jim Mattis had reassured his South Korean counterpart of the "iron-clad" US commitment to defend the American ally.

State Department spokeswoman Heather Nauert insisted the strategy of applying diplomatic pressure on North Korea, while slow going, is effective.

After the test, Trump said he was considering suspending trade with any country that did business with Pyongyang and hinted that he did not rule out an attack on North Korea.

The threat of force and the offer of negotiations can coexist, USA officials said.

The comments came after Pyongyang on Sunday triggered global alarm with its most powerful nuclear blast to date, claiming to have successfully tested a hydrogen bomb.
