Google Appeals Against 2.4-billion Euro Fine by European Union

Google on Monday appealed the record $2.9 billion antitrust fine it got slapped with this summer by European regulators over manipulating its Internet search results.

The Luxembourg-based General Court, Europe's second-highest, is expected to take several years before ruling on the appeal.

The Commission told Google to stop displaying its shopping service so prominently at the top of search results by September 28, saying it is an abuse of power.

Lodging the appeal does not suspend the fine, meaning Google is still obliged to pay up, though it can put the money in a blocked account until the decision is reached.

Google has previously said it disagreed with the European Union decision and had indicated it would file an appeal.

A Google spokeswoman declined to comment.

The fine over Google Shopping broke the previous European Union record for a monopoly case against United States chipmaker Intel of 1.06 billion euros in 2009 and made the EU the global leader in regulating Silicon Valley giants.

For its part, Google was found guilty of misusing its search engine to promote another service, "Google Shopping", previously known as Google Product Search and Froogle, causing traffic drops of up to 90 percent for its competitors.

The EU is also investigating whether Google tried to squeeze out its rivals in online search advertising and through its Android mobile operating system.

The fine had come less than a year after Danish commissioner Margaret Vestager had announced an order that iPhone manufacturer Apple repay €13 billion in back taxes to Ireland - against Dublin's wishes.
