Puerto Ricans in desperate scramble for cash

President Donald Trump waived the shipping restrictions for Puerto Rico on Thursday that the island's governor has said complicate and raise the price of hurricane relief.

Press secretary Sarah Huckabee Sanders tweeted Thursday morning, September 28 that Trump had signed off on waiving the restrictions for 10 days.

Part of the criticism facing the Trump administration also centers on its hesitation to waive the Jones Act, a law that allows only American-flagged vessels with USA crews to deliver goods from one us port to another. It states that any goods transported by water into US ports must come in on ships made in the USA, owned by US citizens, have American crews. This raises the costs of imported goods-according to one study, to twice as much as in the neighboring US Virgin Islands, which are exempt from the law.

Eighteen people have been confirmed dead in Puerto Rico as a result of Hurricane Maria.

The waiver will guarantee the needed equipment to fix infrastructure damaged by the storm and restore emergency services, Duke said in a news release.

The administration waived the act for Southeastern states from September 8 through 22, after Hurricanes Harvey and Irma. When the Homeland Security Department earlier this week declined to issue a similar waiver for Puerto Rico, it said port capacity was the bigger obstacle. If a foreign vessel is ready and willing to deliver medical supplies to a storm-rattled city, it makes little sense to deny it entry to that city's ports, for the sake of protecting employment in America's merchant-marine industry.

In the wake of the devastation in Puerto Rico caused by Hurricane Maria, San Juan Mayor Carmen Yulín Cruz - along with other United States politicians, including McCain and Marco Rubio, R-Florida - had urged the suspension of the Jones Act in order to speed up supply deliveries.

And FEMA Administrator Brock Long said the efforts have been hampered by damaged airports and ports on the island.

Duke had waived the law earlier this month to help ease fuel shortages in the Southeast following hurricanes Harvey and Irma.
