Ships that transport goods north Korean banned from ports by the UN

"This is the first time in United Nations history that four ships have been designated by the 1718 committee" after the latest sanctions resolution against North Korea was adopted on September 11, panel coordinator Hugh Griffiths told reporters.

Hugh Griffiths, coordinator of the UN Security Council's Panel of Experts Pursuant to Resolution 1874, told AFP the ships were found "transporting prohibited goods".

In addition to informing member states about the four new designations, Griffiths also pointed to concerns about sanctions evasions that seem to be continuing, particularly with regard to the export of coal.

He said the ban, which went into effect on 5 October, did not entail asset freezes or travel bans. In September, textile products were also banned, work permits for North Korean citizens overseas and, in part, imports of petroleum products.

The UN Security Council, led by the United States, recently impose multiple sanctions on Pyongyang for missile testing carried out in direct defiance of cease and desist directives from the body. The listed ships are reportedly the "Petrel 8", "Hao Fan 6", "Tong San 2" and "Jie Shun".

The export of coal, ore and other raw materials to China is one of North Korea's few sources of foreign cash.

Hugh Griffiths, co-ordinator of a United Nations panel on North Korean sanctions, described the move as unprecedented. Estimates say that North Korea exports about $3bn worth of goods each year - and the sanctions could eliminate $1bn of that trade. According to the website MarineTraffic, the first three cargo ships, fight, respectively the flag of the Comoros, Saint Kitts and Nevis, and North Korea. "Just a means. But of course, to be effective, sanctions must be applied by everybody", he added.

He was referring to the committee by its official name after resolution 1718 - the first sanctions measure that was imposed on North Korea following its first underground nuclear test in 2006.

The Council of the European Union on Tuesday said it was restricting work permits granted to North Korean nationals as well as the sale of natural gas and petroleum to the Asian country in response to Pyongyang's controversial nuclear and ballistic missile programme.
