Delhi government does not file review petition in NGT on odd-even ruling

With the government failing to submit a proper plan to reduce the increasing pollution in Delhi, the NGT, early on Monday, hit out at the AAP government - saying, "Whether the Delhi government was only informing the media about a review petition on the Odd-Even scheme since no review petition has been filed as yet". It has been a week that health emergency is declared in Delhi as hazardous smog clouds the region, making it risky for the people to breath.

The global permissible limit for PM2.5 - particles in air with diameter less than 2.5mm - is 25 units (micro gram per cubic metre), while for India it is 60 units. Delhi's public transportation can not take that load.

On Saturday, the National Green Tribunal (NGT) gave the go-ahead to the odd-even scheme but disapproved the exemptions given during the previous two rounds of odd-even scheme in January and April 2016.

Central Delhi's Lodhi Road (Air Quality Index of 567) and north-west Delhi's Pitampura (Air Quality Index of 544) had the worst readings at 2.30 pm.

The AAP government also said that exemptions are also crucial for women's safety.

The Tribunal has also asked for a detailed report on the emissions caused by cars in the National Capital Region (NCR) and what the other pollutant factors are.

Earlier the NGT had also announced that until Monday all the schools will be shut down and there will be a ban on trucks carrying construction material and on construcion sites until next notice.

The plea seeks directions to the Centre and the states on stubble burning, road dust and effective implementation of the Odd-Even auto rationing scheme.

According to it, about 3,500 new buses were being procured to ply in the national capital. The government has not yet been able to make provisions for last mile connectivity even after making promises in its election manifesto.

Reports also said, "There was no lawyer from the Delhi government's side present at the hearing that the latter had itself requested".

The Delhi government counsel said from next year, with better preparation, it would be in a position to implement the odd-even scheme without any exemption.

Meanwhile, the Delhi BJP accused the AAP government of being in an "indecisive state" over the pollution crisis in the city and demanded Lt Governor Anil Baijal to call an all- party meeting. "Administration in Delhi has collapsed and it is sad that Delhi is not ready to meet any emergency situation". Adding another wave of commuters may result in collapse of public transportation system. Odd-even is an unnecessary obstacle in the lives of Delhiites.
