The Manus Island refugee deal that Ardern has offered Turnbull

She's seeking another meeting with Turnbull to discuss New Zealand's offer to take 150 of the refugees and doesn't believe the Aussie PM sees it as a stunt.

The agency has urged both PNG and Australia to find a "humane approach" to end the "unconscionable human suffering".

She said New Zealand has the capacity to help the refugees and should be talking with the PNG government directly to solve "this humanitarian crisis".

"Ultimately there are a group of people that do need to be resettled", she said.

"What Australia is doing is inhumane. the people on Manus Island need our help, they have committed no crime and shouldn't be locked up for exercising their right to seek asylum", she said.

The lawyer Ben Lomai, who is bringing the case on behalf of Behrouz Boochani, an Iranian refugee inside the camp, said the the proposed takeover of the detention centre brought with it the risk of extreme violence.

"It seems like a PR stunt from the New Zealand prime minister to try and focus on one group of refugees which there is a process for, including settlement in the United States", he said.

Government frontbencher Matt Canavan criticised the genuineness of the offer. "No matter what label you put on it there is absolute need and there is harm being done", Ardern said.

These have raised human right issues until it was ruled as illegal and ordered to be shut down by the PNG Supreme Court.

"We see that we have a role to play here, we're very eager to play that role and as I say I'll be having another conversation with the Prime Minister in the Philippines". "I think it's clear that we don't think what's happening there is acceptable, that's why the offer is there".

Asked about reports that Papua New Guinean authorities will soon remove the men from the centre, Ms Ardern said she would once again raise her country's offer to take refugees from Manus Island with Mr Turnbull.
