Seoul, Washington have no plan to organize naval blockade of North Korea

Seoul, Washington have no plan to organize naval blockade of North Korea

Therefore, Moon added the allies are still tasked with preventing North Korea from making any further advancements in its reckless campaign for nuclear and missile weapons and lead to dismantlement.

After a 75-day pause, North Korea test-fired a Hwasong-15 intercontinental ballistic missile (ICBM) on Wednesday, which flew 13,000 km, and Pyongyang proclaimed it was capable of putting the whole of the United States mainland within its range.

Moon said it was not clear whether the communist nation has in fact built nuclear weapons, let alone perfected its missile technology.

The country's state media announced the test on Wednesday, hours after leader Kim Jong Un ordered the launch of the Hwasong-15 missile, which reached the highest altitude ever recorded by a North Korean missile.

After initially assessing the missile as a modified version of the Hwasong-14 following Wednesday's launch, South Korea's military now says the Hwasong-15 is considerably larger and potentially capable of carrying bigger payloads.

"Kim changed the launch time, direction and distance in order to display he has this great power".

"The government does not think that North Korea's latest test demonstrated full capability for an ICBM, including re-entry technology and a precision guidance system".

The Hwasong-15, Moon said during the phone call, "is clearly the most advanced missile to date which North Korea has developed, but its technology for reentry and for guidance in the terminal stage have not yet been proven, nor is it certain whether [North Korea] has acquired the technology for miniaturizing nuclear warheads".

Yeo said the Hwasong-15 is two metres (six feet) longer than the Hwasong-14, while the second-stage engine requires further analysis.

But, what could be a positive sign is the USA president's commitment to send a high-level delegation to PyeongChang, South Korea for the 2018 Winter Olympics set to kick off in just 70 days.

North Korea is known to test fewer missiles in the fourth quarter of the year, when troops are called to help with harvests and the cold strains its fuel supplies.

Analysts believe the launch shows that North Korea was only two or three tests away from being combat-ready.

The latest provocation from the North prompted more insults from Trump, who referred to Kim as "Little Rocket Man" and a "sick puppy". To do so, the two leaders will continue to apply strong sanctions and pressure to bring the rogue regime to talks.

Trump on Thursday also dismissed a Chinese diplomatic effort to rein in North Korea's weapons program as a failure. Addressing an emergency U.N. Security Council meeting after this week's missile launch, the United States warned North Korea's leadership it would be "utterly destroyed" if war were to break out.
