United States territories may opt out of FirstNet

"The Bureau will announce the 90-day decision period for these territories by future public notice after FirstNet provides the required statutory notice to each territory and informs the Bureau it has done so", according to the Federal Communication Commission's public notice posted on the Federal Register.

Gov. Chris Sununu announced his intention to opt-in to the nationwide network for first responders after previously deciding to opt-out and go with an alternative vendor.

Stevens said New Hampshire negotiated hard on behalf of its first responders, and thanks to its work with Rivada ultimately obtained one of the best AT&T opt-in plans in the country.

By moving to opt in at the deadline, New Hampshire will retain AT&T's commitment to build 48 new tower sites across the state - an opportunity that may have been lost had the state held out beyond December 28.

AT&T was awarded the FirstNet contract in early 2017.

"Our states' first responders deserve the best resources we can get for them, and by first working to identify our needs and review all of our options during a competitive process, we were able to confidently conclude FirstNet is the best choice for this service", Brown said in the release.

Sununu said opting out and going with Rivada would have given the state better coverage, more system control and an opportunity to share in revenue streams.

The governor said opting in now will preserve a pledge from service provider AT&T to build 48 new tower sites across New Hampshire, leading to "a top-quality public safety network for our first responders and enhanced coverage for all of our citizens". Three Pacific territories-Guam, American Samoa and the Northern Mariana Islands-did not receive their state plans until this month and have a March 18 deadline for their "opt-in/opt-out" decisions. With no decision, a state automatically opts-in to the network.

"From giving public safety in New York City dedicated spectrum to bringing a reliable, high-speed wireless connection to rural and remote areas of the state, FirstNet will improve connectivity and foster innovation for law enforcement, fire and EMS", Poth said in a statement.

States had until Thursday to opt out of AT&T's network and build their own public safety networks. "We are pleased that the state's vigorous pursuit of the opt-out path left us in a stronger position than any other state in the country".
