States could receive more power over Medicaid

States could receive more power over Medicaid

To qualify for a waiver, a state must provide a convincing justification that its experiment would "further the objectives" of Medicaid.

This last part is controversial, as Medicaid has historically enrolled beneficiaries when they needed care. And it created a large and chronic coverage gap for working-age, non-disabled adults who lacked jobs, or whose employers did not provide insurance but paid their employees too little for them to buy it on their own.

In addition, she said, the governor's plan includes incentives for preventive services, such as smoking cessation, which would reduce the need for health care expenditures.

The critics are prepared to pounce on that rationale. IN is likely to get approval soon. It's a little like saying that rain causes clouds. The report notes that implementing the work requirements "can be error prone", resulting in some people being denied benefits they should get and others receiving benefits they're not really eligible for.

But Sara Rosenbaum, a law professor at the Milken Institute School of Public Health at George Washington University, said the letter doesn't actually bar states from kicking people with substance abuse problems off their insurance.

While those policies have a shot at getting the Trump administration's approval, Solomon says there's at least one proposal that doesn't: asset testing.

In a CMS call with reporters Thursday morning, Verma countered, "This policy is about helping people achieve the American Dream".

Pugel said that sounds good in theory, but the reality would be different.

The National Association of Medicaid Directors, a nonpartisan group representing state officials, said in a statement that there's no consensus on whether work requirements are the right approach. The state needs a waiver from federal Medicaid law so it can impose the requirements. A study in December in JAMA Internal Medicine found that about half of the Medicaid recipients in MI were already working. Of these, approximately 56 percent are children. "It will be interesting to see how states are going to make this work for people". "Study after study shows that access to health care translates into higher earnings and better jobs", Winnie Stachelberg, of the Center for American Progress, said.

People deemed "medically frail", a broad term that encompasses people who are battling drug and alcohol addiction, will also be exempt.

Ultimately, the most obvious effect from imposing work requirements in Medicaid will be to deprive more people of the health coverage they need to live healthy, productive lives.

Greg Moore, state director with Americans for Prosperity, points out that the state budget requires the state to enact work requirements for the Medicaid expansion population by April 30, or notify expansion recipients that the program will terminate on December 31.

"The governor believes that Medicaid is an important safety net for many Iowans, and her hope is that those on the program who are able-bodied are able to find a career and re-enter the workforce".

The state will also require people who gain coverage through the Medicaid expansion to pay monthly premiums, based on income levels. For low-wage workers, such as waitresses with fluctuating wages, "it boggles my mind", Stewart said.

People on Medicaid are not legally required to hold jobs, but states traditionally can seek federal waivers to test new ideas for the program. "We look forward to reviewing the outcomes from Kentucky's thoughtfully-crafted, groundbreaking demonstration, which will undoubtedly aid Medicaid reform efforts across our nation".

The waiver also would impose a six-month coverage lockout if Medicaid beneficiaries get a new job or a new salary and don't tell the state.
