NRA Challenges New Florida Gun Law

The bill enacts some gun controls opposed by the NRA but also includes controversial measure to arm some teachers and other school personnel.

The new bill imposes a three-day waiting period for all firearm purchases and raises the minimum age for anyone buying a shotgun or rifle from 18 to 21. It also would create a so-called guardian program, enabling school employees and many teachers to carry handguns if they go through law enforcement training and their school districts agree to participate.

The Parkland parents and students were instrumental in the passage of Florida's first gun restrictions in almost two decades, said Rep. Jared Moskowitz, a Coral Springs Democrat who graduated from Douglas High and served on the Parkland city commission.

Rick Scott signed Senate Bill 7026 into law Friday, the first gun control legislation enacted in the state after the Parkland school massacre on February 14.

A group of families of victims and survivors of the shooting praised the legislation's passage in a message posted on Twitter and urged Republican Governor Rick Scott to sign the bill.

Student activists from the school called it "a baby step".

My heart sinks a little more each time news breaks of a school shooting, or any mass shooting for that matter, but I'm never surprised and this is perhaps the worst part of it all. Republican Sen. Marco Rubio said the same.

The Legislature delivered the bill to Scott on Thursday. It was passed by the House and Senate earlier this week.

The National Rifle Association expressed disappointment regarding the gun-control provisions contained in a bill that was signed into law today in Florida.

Other provisions would create new mental health programs for schools; establish an anonymous tip line where students and others could report threats to schools, ban bump stocks and improve communication between schools, law enforcement and state agencies. I still think law enforcement officers should be the ones to protect our schools.

The complaint also says the law violates the 14th Amendment's equal protection clause by banning adults between 18 and 21 from buying guns but does not apply such a ban to adults 21 and over.

President Donald Trump has suggested arming teachers to act as a deterrent to possible acts of violence, something that Peninsula-area school divisions either disagreed with or deferred comment on. If he did nothing after 15 days, it automatically became law.

Scott has refused so far to say if he'll sign the bill.

John Tupps, a spokesman for Scott, says the governor is "thoroughly reviewing" the bill.

According to CNN, Andrew Pollack, whose daughter Meadow died in the most recent shooting said the bill may not be flawless, but it's better than nothing.

The head of the county's public defender's office, which is representing Cruz, said last month there is no question Cruz is guilty, and that the teen is willing to plead guilty to avoid the death penalty.

Prosecutors have not announced a decision.

Grollnek said there are only three reasons a perimeter should be set up: if a manhunt is underway and police are trying to prevent the shooter's escape; if police want to prevent the scene from being trampled so police dogs can get a good scent; or in a hostage situation, to prevent innocent bystanders from getting shot in crossfire. "Life is all about choices and every choice has a outcome whether it be positive or negative", said Superintendent Curtis Rhodes of Texas' Needville Independent School District.
